Getting Started
What is SOFDC?
SOFDC is a data platform for searching, sharing, and managing ocean and fisheries data related to Sri Lanka. Users can search for the data they need and download it, or register their own datasets to share with others.
How do I create an account?
- Click the Sign Up button in the top-right corner of the main page.
- Enter the required information.
- Once registration is complete, log in to your account.
Can I view data without logging in?
Some features are available without logging in:
- Data search
- Viewing dataset information
- Downloading internationally open (public domain) data
However, the following features require you to be logged in:
- Previewing and downloading general (non-public-domain) data
- Registering datasets
- Creating a DMP
💡
Tip: If you click the download button while not logged in, you will be redirected to the login page. After logging in, you will be automatically returned to the page you were on.
I forgot my password.
- Click the "Forgot Password" link on the login page.
- Enter the email address associated with your account.
- Click the link in the email you receive to reset your password.
Searching & Downloading Data
How do I search for data?
Method 1: Using the Main Search Bar
- Type your search query into the search bar on the main page.
- Press the Enter key.
- Search results will appear.
- If data is found: the search results page is displayed.
- If no data is found: a "No Results Found" page is displayed.
Method 2: Using the Navigation Menu
- In the top navigation menu, click NAV → Data.
- You will be taken to the full dataset list page.
- Enter a keyword in the on-page search bar or use the Filter options.
- Click on the desired dataset to go to its detail page.
How do I preview a resource?
- Navigate to the dataset detail page.
- Click the Preview button next to a resource in the resource list.
- A resource preview will open in a pop-up or a new tab.
⚠️
Note: Only logged-in users can preview resources (except for internationally open/public-domain data).
How do I download data?
Downloading a Resource File
- Navigate to the dataset detail page.
- Click the Download button next to a resource in the resource list.
- The file will begin downloading.
Downloading Metadata
- Go to the metadata section on the left side of the dataset detail page.
- Click the SAVE button at the bottom.
- The metadata file will be downloaded.
What should I do if my search returns no results?
If the search returns no results:
- Double-check your search term (spelling, spacing).
- Try searching with different keywords.
- You can register the data you need yourself → Register a Dataset
Registering & Managing Datasets
How do I register a dataset?
Step 1: Go to the Add Dataset Page
You can access it from two places:
- The Add Dataset button on the Data page
- The Add Dataset button on the My Account page
Step 2: Enter Dataset Information
On the Add Dataset page, complete the following sections (1–4):
- Basic information (title, description, etc.)
- Metadata
- Custom fields (Key, Value)
- Resource upload or URL link
Step 3: Save or Submit for Approval
You have two options:
Option A: Save as Draft
- Click the My Datasets button.
- The dataset is saved with a Draft status.
- You will be redirected to the Datasets page in My Account.
- You can return later to edit and then submit for approval.
Option B: Submit for Approval
- Click the Request Approval button.
- An approval request is sent to the DPO (Administrator).
- You will be redirected to the Datasets page in My Account.
- The dataset will be displayed with a Pending Approval status.
💡
Tip: We recommend submitting for approval only after ensuring all information is accurate and complete. Incomplete submissions may be rejected.
What do the dataset statuses mean?
A dataset can have one of four statuses:
1. Draft
Meaning: The dataset is being edited or has not yet been submitted for approval.
Available actions:
- Edit – Modify content
- Delete – Delete the dataset
- Request Approval – Submit for approval
Visibility: Visible only to you
2. Pending Approval
Meaning: An approval request has been sent to the DPO.
Available actions:
- Cancel Request – Withdraw the approval request (reverts to Draft status)
- Await the DPO's approval or rejection decision
- Edit is unavailable (cancel the request first if edits are needed)
- Delete is unavailable (cancel the request first if deletion is needed)
Visibility: Visible only to you and the DPO
Estimated processing time: Average 1–3 business days
3. Approved
Meaning: The DPO has approved the dataset.
Available actions:
- View dataset (read-only)
- Check visibility scope (Public / Private)
- Edit is unavailable (contact the DPO if edits are needed)
- Delete is unavailable (contact the DPO if deletion is needed)
Visibility:
- Public: Accessible to all users
- Private: Accessible only to members of the designated organization
4. Rejected
Meaning: The DPO has rejected the dataset.
Available actions:
- Reason for Rejection – View the rejection reason
- Edit – Revise content and resubmit for approval
- Delete – Delete the dataset
Visibility: Visible only to you
How do I revise a rejected dataset?
- Go to My Account → Datasets.
- Locate the rejected dataset and click "Reason for Rejection" or the dataset title.
- Review the rejection reason.
- Click the Edit button.
- You will be taken to the dataset edit page (existing content will be pre-filled).
- Make the necessary corrections based on the rejection reason.
- Click Request Approval to resubmit.
💡
Tip: Carefully read the rejection reason and address each issue precisely. Repeatedly submitting without fixing the flagged issues will result in repeated rejections.
Can I cancel an approval request?
Yes, you can.
- Go to My Account → Datasets.
- Locate the dataset with a Pending Approval status.
- Click the Cancel Request button.
- Click Confirm in the confirmation pop-up.
- The dataset status will revert to Draft.
- A cancellation notification will be sent to the DPO.
⚠️
Note: After cancelling, you must edit the dataset again and resubmit for approval.
Can I edit or delete an approved dataset?
Direct editing or deletion is not possible. Once approved, the Edit and Delete buttons are disabled.
If you need to edit an approved dataset
- Send a revision request to the DPO by email.
- Include in your request:
- Dataset title and link
- Reason for the revision
- Details of the changes needed
- The DPO will review the request and delete the dataset.
- Once you receive a deletion confirmation email, re-upload the dataset with the revised content.
If you need to delete an approved dataset
- Send a deletion request to the DPO by email.
- Include in your request:
- Dataset title and link
- Reason for deletion
- The DPO will delete the dataset.
- You will receive a deletion confirmation email.
My dataset's visibility was changed to Private.
If the DPO has changed an approved dataset from Public → Private:
- You will receive an email notification.
- The email will contain:
- The reason for the change
- Information about the Private visibility scope
- You have two options:
Option A: Keep the Private Status
- The dataset will be accessible only to members of the designated organization.
- No further action is required.
Option B: Request to Change Back to Public
- Send a change request to the DPO by email.
- A written justification for making the dataset public is required.
- If the DPO approves, the dataset will be changed back to Public.
❗
Important: A dataset changed to Private does not necessarily need to be deleted and re-registered. Depending on the reason for the change, you can simply request the DPO to update the visibility, or delete and re-register if necessary.
How do I manage a Draft dataset?
- Go to My Account → Datasets.
- Locate the dataset with a Draft status.
- Click the Edit button.
- You will be taken to the dataset edit page.
- Review or update the content as needed.
- Choose one of two options:
- My Datasets – Save again as Draft
- Request Approval – Submit for approval
DMP (Data Management Plan)
What is a DMP?
A DMP (Data Management Plan) is a formal document outlining how data will be collected, managed, and shared throughout a project or research activity.

Tip: Creating a DMP before starting a large project or research initiative helps ensure systematic and well-organized data management.
How do I create a DMP?
Step 1: Click "Create New DMP"
On the DMP page, click the Create New DMP button.
Step 2: Complete the DMP Form
Enter the following information in the DMP form:
Step 3: Save or Submit for Approval
You have two options:
Option A: Save as Draft
- Click the My DMP button.
- The DMP is saved with a Draft status.
- You will be redirected to the My DMP page.
Option B: Submit for Approval
- Click the Request Approval button.
- An approval request is sent to the DPO (Administrator).
- You will be redirected to the My DMP page.
What do the DMP statuses mean?
A DMP follows the same four statuses as a dataset:
1. Draft
Available actions: Edit, Delete, Request Approval
2. Pending Approval
Available actions: Cancel Request (Edit and Delete are disabled while pending)
3. Approved
Available actions: Read-only view (Edit and Delete are disabled)
4. Rejected
Available actions: View Reason for Rejection, Edit, Delete
⚠️
Note: DMP status management works in exactly the same way as dataset status management.
How do I revise a rejected DMP?
- Go to My DMP.
- Locate the rejected DMP and click "Reason for Rejection" or the DMP title.
- Review the rejection reason.
- Click the Edit button.
- You will be taken to the DMP edit page.
- Make the necessary corrections based on the rejection reason.
- Click Request Approval to resubmit.
Can I edit or delete an approved DMP?
Direct editing or deletion is not possible. As with datasets, once approved, the Edit and Delete buttons are disabled.
If you need to edit or delete an approved DMP

- DMP title and link

My Account Management
How do I access My Account?
- While logged in, click your username in the top-right corner.
- Select My Account from the drop-down menu.
- You will be taken to the My Account page.
What features are available in My Account?
My Account consists of four tabs:
1. Datasets
Function: View the status of datasets you have uploaded.
Statuses displayed:
- Approved
- Rejected
- Pending Approval
- Draft
Available actions:
- Click a dataset → navigate to that dataset's page
- Filter by status
- Quick actions (Edit, Delete, Cancel Request, etc.)
2. Organizations
Function: View the organizations and groups you belong to.
Available actions:
- View the list of organizations you are a member of
- Click an organization → navigate to the organization's detail page
- View datasets associated with each organization
- Check your role within each organization (Member, Admin, etc.)
💡
Tip: You can belong to multiple organizations simultaneously.
3. Audit Logs
Function: View the activity history of datasets you have uploaded.
Information displayed:
- Dataset creation date and time
- Last modification date and time
- Approval / rejection history
- DPO actions (approval, rejection, visibility change to Private)
Available actions:
- Click a log entry → navigate to the relevant dataset's page
- Track activity history
4. Profile
Function: Update your personal information.
Editable information:
- Name
- Email address
- Password
- Profile picture (if applicable)
How do I manage my organization membership?
Joining an Organization
To join an existing organization:
- Find the organization you want to join on the Organizations page.
- Contact the organization administrator directly (by phone, email, or in person) to request membership.
Leaving an Organization
- Contact the organization administrator directly (by phone, email, or in person) to request that you be removed.
⚠️
Note: Leaving an organization means you will lose access to that organization's Private datasets.
Can I change my email address?
Yes, you can.
- Click your username in the top-right corner → select User Settings,
or go to My Account → Profile.
- Enter your new email address.
- Click the Save button.
- A verification email will be sent to your new address (if applicable).
💡
Tip: Remember to update your email address if you change employers.
DPO Guide
Administrator Only
This section is a guide for the DPO (Data Protection Officer), the platform administrator.
How do I access the Dataset Review dashboard?
- Log in with your DPO account.
- Click Dataset-Review in the top menu.
- You will be taken to the Dataset Review page.
DPO Dataset Review Dashboard Structure
Dataset Management (Dataset Dashboard) — consists of 5 tabs:
1. All Datasets
- Function: View datasets in all statuses.
- Displayed statuses: Approved, Rejected, Pending Approval, Draft
2. Pending Approval
- Function: View the list of datasets submitted for approval by users.
- Process:
- Click Review or the dataset title.
- Navigate to the dataset detail page to review the content.
- Choose one of two options:
- Approve – Approve the dataset; its status changes to Approved.
- Reject – Reject the dataset; a rejection reason is required.
- After processing, you are automatically returned to the Pending Approval list.
- A result notification email is automatically sent to the user.
💡
Tip – Before approving, verify the following:
- Are all required metadata fields completed?
- Is the data quality adequate?
- Does the dataset contain any sensitive or confidential information?
3. Approved
- Function: View the list of approved datasets.
- Available actions:
- Toggle the Visibility switch (Public / Private).
- Public: Accessible to all users
- Private: Accessible only to members of the designated organization
- A notification email is automatically sent to the user upon any visibility change.
- Click a dataset to view detailed information.
❗
Important: When changing a dataset from Public → Private, always notify the user of the reason for the change.
4. Rejected
- Function: View the list of rejected datasets.
- Available actions:
- Click "Reason for Rejection".
- View the rejection reason that was entered.
- Use the Edit button to modify the rejection reason.
- A result notification email is automatically sent to the user.
- The user can revise the dataset and resubmit for approval.
5. Audit Logs
- Function: View the change log for all uploaded datasets.
- Available actions:
- View the activity log for each dataset
- Click a dataset to view detailed content
- Track revision history
DMP Management (DMP Dashboard)
Consists of 5 tabs:
1. All DMPs
- Function: View DMPs in all statuses.
2. Pending Approval
- Function: View the list of DMPs submitted for approval by users.
- Process:
- Click Review or the DMP title.
- Navigate to the DMP detail page to review the content.
- Choose one of two options:
- Approve – Approve the DMP.
- Reject – Reject the DMP and enter a rejection reason.
- The DMP status is updated accordingly.
- After processing, you are automatically returned to the Pending Approval page.
3. Approved
- Function: View the list of approved DMPs.
- Available actions:
- Click a DMP → View DMP content
4. Rejected
- Function: View the list of rejected DMPs.
- Available actions:
- Click "Reason for Rejection"
- View and edit the rejection reason
- Send a notification email to the user
5. Audit Logs
- Function: View the change log for all uploaded DMPs.
- Available actions:
- View the activity log for each DMP
- Click a DMP to view detailed content
- Track revision history
What are the criteria for approval or rejection?
Approval Criteria
Approve when all of the following conditions are met:
- All required metadata fields are completed
- Data quality is adequate
- No sensitive personal information is included
- An appropriate data license has been assigned
- The data format is appropriate
- The description is clear and easy to understand
Rejection Criteria
Reject when any of the following issues are present:
- Required information is missing
- Data quality is insufficient (errors, incomplete data)
- Sensitive information is included (personal data, confidential information)
- An inappropriate or missing license
- The description is unclear or misleading
- Duplicate dataset
💡
Tip: Write rejection reasons that are specific and clear. The user must be able to understand exactly what needs to be corrected.
Example of a good rejection reason:
Good example
- "The required field 'Data Collection Period' has not been filled in. Please add this information."
- "The uploaded file contains personal names and contact details. Please remove the personal information and re-upload the file."
Example of a poor rejection reason:
Poor example
- "Insufficient information"
- "Needs further review"
How do I handle revision or deletion requests from users?
When you receive an email requesting a revision or deletion of an approved dataset or DMP:
Processing Procedure
- Review the email:
- Verify the requester (is this person the dataset/DMP owner?)
- Identify the type of request (revision or deletion?)
- Assess the reason for the request (is it justified?)
- Evaluate the request:
- Determine whether the reason for revision is valid.
- If necessary, request additional information from the user.
- Make a decision:
If approved:
- Locate the dataset or DMP in the Dashboard.
- Click the Delete button to delete it.
- Send a deletion confirmation email to the user.
- Email content:
- "Your requested dataset has been deleted."
- "Please re-upload with the revised content." (for revision requests)
If denied:
- Email the user to explain the reason for the denial.
- The dataset remains in its current state.
User re-upload (for revision requests)
- The user uploads a new dataset with the revised content.
- The standard approval workflow applies.
When are automated notification emails sent?
The system automatically sends emails in the following situations:
Sent to the User
- Upon approval (Approved)
- Subject: "Your dataset has been approved."
- Content: Dataset link and visibility scope information
- Upon rejection (Rejected)
- Subject: "Your dataset has been rejected."
- Content: Rejection reason and guidance on how to revise
- Upon visibility change to Private
- Subject: "Your dataset's visibility has been changed."
- Content: Reason for the change and Private visibility scope information
Sent to the DPO
- Upon receiving an approval request (Request Approval)
- Subject: "New Approval Request"
- Content: Dataset information and link to the Review page
- Upon cancellation of an approval request (Cancel Request)
- Subject: "Approval request has been cancelled."
- Content: Dataset information
How are requests handled when there are multiple DPOs?
- Approval requests trigger notifications to all DPOs.
- The decision made by the first DPO to act on the request is applied.
- Other DPOs will see that the item has been removed from the Pending Approval list once it has been processed.
- Before acting on a request, always check its current status to avoid duplicate processing.
💡
Tip: Assigning responsibilities within the team improves efficiency (e.g., designating specific DPOs for particular data categories).
Troubleshooting
I'm not redirected to the original page after logging in.
Cause: This may be caused by a browser cookie or cache issue.
Resolution:
- Clear your browser cache.
- Ensure that cookies are enabled in your browser settings.
- Log in again.
- If the issue persists, try a different browser.
Recommended browsers: Latest versions of Chrome, Firefox, or Edge
I can't upload a file.
Possible causes:
- File size exceeded
- Maximum upload size: [size limit to be specified]
- Resolution: Compress or split the file.
- Unsupported file format
- Supported formats: CSV, XLSX, JSON, GeoJSON, Shapefile (ZIP), PDF
- Resolution: Convert the file to a supported format.
- Network connectivity issue
- Resolution: Check your internet connection.
- Resolution: Try again on a stable network.
- Browser issue
- Resolution: Refresh the page.
- Resolution: Try a different browser.
The approval process is taking too long.
Estimated processing time: Average 1–3 business days
If the delay exceeds 3 business days:
- Check the status in My Account → Datasets.
- If still showing "Pending Approval":
- Contact the DPO by email.
- Include the dataset title and link in your email.
- If the status has changed to "Rejected":
- Review the rejection reason.
- Make the necessary revisions and resubmit for approval.
I can't find my dataset.
If a dataset is not visible in My Account:
- Verify login status
- Confirm you are logged in with the correct account.
- Check the status filter
- Check all tabs: All, Approved, Pending, Rejected, Draft.
- Check whether it was deleted
- Confirm the dataset was not accidentally deleted.
- Deleted datasets cannot be recovered.
The Edit or Delete button is not visible.
Cause: The dataset has an Approved status.
Resolution:
I haven't received notification emails.
Check the following:
- Verify your email address
- In My Account → Profile, confirm that your email address is correct.
- Check your spam folder
- Notification emails may have been filtered into your spam folder.
- Add SOFDC to your safe senders list.
- Check notification settings (if available)
- Confirm that email notifications have not been disabled.
- Allow for delivery delay
- Email delivery can take up to 5–10 minutes.
My session expires frequently.
Cause: For security purposes, the system automatically logs you out after a period of inactivity.
Resolution:
- Save your work regularly while working (save as Draft).
- Refresh the browser tab before starting important tasks.
- When a session expires, content that was being entered may be preserved by the browser (browser auto-save feature).
💡
Tip: When drafting lengthy content, we recommend writing it in a separate text editor first, then copying and pasting it into the system.
I can't join an organization.
Possible causes:
- Closed / Invite-Only Organization
- Not all organizations accept membership requests through the platform.
- Resolution: Contact the organization administrator directly to request an invitation.
- Organization does not exist
- The organization may have been deleted or deactivated.
I can't download data.
Check the following:
- Login status
- You must be logged in to download data (except for internationally open/public-domain data).
- Resolution: Log in and try again.
- Private data
- Private datasets can only be viewed and downloaded by members of the designated organization.
- Resolution: Request to join the relevant organization.
- Broken link
- An external link may have expired or been broken.
- Resolution: Contact the dataset contributor ("Contact the Contributor").
- Large file size
- Very large files may take a significant amount of time to download.
- Resolution: Try again on a stable network connection.
